The following are comments concerning the agenda for the September 10, 2012, regular meeting of the City Council.  The comments are a summary of background information and recommendation prepared by various staff and reviewed and approved by the City Manager.  The initials of the staff member preparing each section are noted after the comments. 

6. Presentations

National Preparedness Month Proclamation National Preparedness Month is a national effort to encourage all Americans to prepare for all types of emergencies, including natural disasters such as hurricanes and earthquakes, as well as terrorist attacks such as the 9/11 tragedy.  Ken Silberman, Coordinator of the Greenbelt Community Emergency Response Team (CERT), along with other members of CERT and members of the Greenbelt Public Safety Advisory Committee will be present to receive the proclamation. Metropolitan Washington Council of Governments Region Forward Presentation:  Paul DesJardin, Director of Community Planning and Services for the Metropolitan Washington Council of Governments (COG), will provide a briefing on COG’s Region Forward Activity Center Update.   David Robertson, COG Executive Director, may be present as well.  (CM)

12.  A Resolution to Establish School Zones within the City

On March 26, 2012, Council adopted Ordinance No. 1320 which authorized the operation of a speed-monitoring system to enforce the speed limit in school zones in conformance with Section 21-809 of the Transportation Article of the Annotated Code of Maryland.

This resolution establishes school zones on public roads within the City which are located within a one half (1/2) mile radius of the following schools:  Roosevelt  High School, Greenbelt Middle School, Greenbelt Elementary School, Turning Point Academy and Springhill Lake Elementary School.  A listing of included roadways and a map showing the covered areas are included in the resolution as Exhibits A and B.

It is recommended that the initial five locations for speed cameras be: 1) Crescent Road between Northway and Greenhill; 2) the 7700 block of Hanover Parkway; 3) the 7700 block of Mandan Road; 4) Edmonston Road at Springhill Court; and 5) the 5900 block of Cherrywood Lane.  A sixth location on Greenbelt Road between Hanover Parkway and Mandan Road will likely be recommended at a future time.  State Highway Administration approval must be obtained first for this location. 

Mr. Putens introduced this resolution for first reading at the last meeting.  It is recommended the resolution be introduced for second reading and moved for adoption tonight.  (CM)

 13. A Resolution to Authorize the Negotiated Purchase of Certain Goods and Services from Various Vendors as Enumerated Herein When Total Fiscal Year Purchases from Each Vendor Exceeds Ten Thousand Dollars

Each year, the City deals with a number of vendors from whom the City’s individual purchases are below the bid limit of $10,000 but total purchases over the fiscal year reach or exceed that amount.

Obtaining bid proposals for these goods and services is not warranted.  Some of these vendors are the sole source or best source of purchase.  In other instances, the City’s purchases are based on bids taken by other government agencies (e.g., the state or county) or through the Council of Governments cooperative purchase program, with the bid price extended to Greenbelt.

It is recommended the resolution be introduced for first reading tonight.  (CM)

14. Public Safety Advisory Committee Report #2012-1 (Buddy Attick Park Mile Marker Signage)

At its August 13, 2012 meeting, Council accepted the Public Safety Advisory Committee (PSAC) Report #2012-1 regarding explanatory mile marker signage at Buddy Attick Park.  PSAC recommends signage at the main entrance to Buddy Attick Park consist of two 20 inch by 20 inch signs, one in English and one in Spanish, and signage at the other three park entrances (Greenhill Road, Lakeside Drive and Braden Field) consist of smaller 12 inch by 12 inch signs both in English and  Spanish. 

Draft versions of the signs in both the English and Spanish versions are included in the report.  The signs will be constructed of painted reflective metal with white and black lettering, similar to typical roadway signage.

It is recommended Council approve the mile marker explanatory signage as recommended by PSAC and direct staff to proceed with sign installation.   (CM)

15. Award of Bid – Municipal Building Roof Replacement

The Building Capital Reserve Fund includes $30,000 to remove and replace the flat roofs (1978 wing) on the Municipal Building.  The current roof is the original roof (34 years old).  It is a hot applied asphalt system.  It is a 3 ply system with a flood coat of asphalt and rock aggregate.  This type of system has a 20+ year life span.  The current roof leaks and recent repair attempts have been unsuccessful.

The recommended replacement roof is a white Thermoplastic Polyolefin (TPO) roofing system.  Included in Council’s packet is a memorandum from James Sterling, Assistant Director of Public Works, which describes this type of roofing.  TPO roofing is considered a “green” roof due to its white reflective properties which reduce the “heat island” effect.  TPO roofing system is both Energy Star compliant and Cool Roof Rating Council certified.

On August 3, 2012, eight (8) bids were opened.   Included in Council’s packet is bid tabulation listing the range of bids from $29,000 to $73,100.  Bid submissions also included alternate pricing for additional repair work to roof decking and drains, which may be needed as part of this project.

Staff is recommending Council award this bid to J.E. Wood & Sons, the second lowest bidder, because their bid: utilizes the Carlisle product which was specified in the City’s bid documents; offers lower unit pricing for decking replacement; and provides consistency for new flat roof installations on City facilities.  A detailed memo explaining why staff considers this bid to be the “best bid” is included in Council’s packet.

Staff recommends that Council award the Municipal Building Roof Replacement Bid to J.E. Wood & Sons of Upper Marlboro, Maryland at a base price of $35,400 plus the cost of any needed decking or drain replacement per their bid dated August 3, 2012. (DEM)

Jamie Phillips has submitted her resignation from the Greenbelt Advisory Committee on Environmental Sustainability.  Approval of this item on the consent agenda will indicate Council intent to accept her resignation with regret.  (CM)
