SPECIAL CHARTER MEETING OF CITY COUNCIL HELD
MONDAY,
NOVEMBER 10, 1997
Outgoing Mayor Bram called the meeting to order at 7:30 p.m.
ROLL CALL was answered by Judith Davis, Rodney M. Roberts, Edward V.
J. Putens and Thomas X. White, Council members; and by Antoinette M.
Bram, Mayor.
ALSO PRESENT were Michael P. McLaughlin, City Manager; Robert A. Manzi,
City Solicitor; and David E. Moran, City Clerk.
Outgoing Mayor Bram observed a moment of silence for Arthur Gropp the
father of Anne Meglis and then led the Pledge of Allegiance to the Flag.
CERTIFICATION OF ELECTION COUNT: Mr. Moran reported that in accordance
with Section 8-9 of the City Code, he had posted on the Bulletin Board
in the Municipal Building copies of the Certification of the Final Count
of the Regular Election, held in the City of Greenbelt, Maryland, on
Tuesday, November 4, 1997, as prepared by the Chairman and Members of
the Board of Elections.
Mr. Moran further reported that absentee ballots were accounted for
and counted separately by two election clerks, in the Conference Room
of the Municipal Building, in the presence of a representative of the
Board of Elections. Designated representatives of candidates were present
throughout these procedures. Copies of the certifications have been provided
to the Council Members Elect, as well as the candidate not elected.
The results of the November 4, 1997 Regular Election were:

Judith F. Davis 1574
Alan J. Turnbull 1308
Konrad E. Herling 1297
There were 2,098 ballots cast. All six candidates received over 40%
of the total ballots cast. Thus, in accordance with the requirements
of Section 31 of the City Charter, the following five candidates were
elected to serve as members of the Council for a two year term of office:

Edward V. J. Putens 1493
Rodney M. Roberts 1490
Alan J. Turnbull 1308
OATH OF OFFICE: Judith F. Davis, Edward V.J. Putens, Rodney M. Roberts,
Alan J. Turnbull and Thomas X. White took and subscribed to the oath
of office before Antoinette M. Bram, outgoing Mayor, as prescribed by
Section 71 of the City Charter and State law. Copies of the executed
oaths of office, attested to by the City Clerk, will be filed in the
City Clerk's office.
Ms. Davis announced that there were some presentations for Mayor Bram.
Senator Green presented a proclamation from the Maryland Senate. Delegate
Hubbard presented a citation from the Governor. County Councilwoman Scott
read a proclamation from the County Council and County Executive. Ms.
Davis read a letter from Mary Prangley, Mayor of Hyattsville. Mayor Page
of College Park gave some congratulatory remarks. Ms. Davis then presented
Mayor Bram with a gavel plaque, an engraved silver tray and a jacket
with the city logo. Mayor Bram thanked everyone for their gifts and kind
words.
ELECTION OF TEMPORARY CHAIRMAN: Mr. White nominated Mr. Putens to serve
as Temporary Chairman. Mr. Turnbull seconded and Mr. Putens was elected
to serve as Temporary Chairman. ELECTION OF TEMPORARY CHAIRMAN: Mr. White
nominated Mr. Putens to serve as Temporary Chairman. Mr. Turnbull seconded
and Mr. Putens was elected to serve as Temporary Chairman. ELECTION OF

ELECTION OF MAYOR: In accordance with Section 6 of the City Charter,
Mr. Roberts moved that Judith F. Davis be nominated to serve as Mayor
of the City of Greenbelt for the 1995-1997 term of Council. Mr. White
seconded. The motion carried unanimously. Congratulations were extended
to Ms. Davis. ELECTION OF MAYOR: In accordance with Section 6 of the
City Charter, Mr. Roberts moved that Judith F. Davis be nominated to
serve as Mayor of the City of Greenbelt for the 1995-1997 term of Council.
Mr. White seconded. The motion carried unanimously. Congratulations were
extended to Ms. Davis. ELECTION OF MAYOR: In accordance with Section
6 of the City Charter, Mr. Roberts moved that Judith F. Davis be nominated
to serve as Mayor of the City of Greenbelt for the 1995-1997 term of
Council. Mr. White seconded. The motion carried unanimously. Congratulations
were extended to Ms. Davis. In accordance with Section 6 of the City

ADMINISTRATION OF OATH OF OFFICE TO MAYOR: Judith F. Davis recited and
subscribed to the oath of office before Vivian Jenkins, Clerk of the
Circuit Court for Prince George's County, as required by Section 71 of
the City Charter and State law. She then assumed the gavel from Temporary
Chairman Putens.

nominated to serve as Mayor Pro Tem. Mr. Turnbull seconded. The motion
carried unanimously. Congratulations were extended to Mr. White. ELECTION

right; Mr. Roberts to the left of Mr. White; and Mr. Turnbull to the
right of Mr. Putens.
Mayor Davis thanked the Prince George's County Board of Supervisors
of Elections, the Greenbelt Board of Elections, The Public Works, Recreation
and Police Departments, Bev Palau, Bo Ferguson and David Moran for their
help in conducting a smooth election.
ADJOURNMENT: Mr. Putens moved to adjourn and Mr. White seconded. The
motion unanimously carried. Mayor Davis adjourned the Special Charter
