MINUTES OF THE CITY COUNCIL WORK SESSION held
Saturday,
January 31, for the purpose of holding a work planning retreat with
senior staff.

The meeting began at 9:30pm. It was held at the Patuxent Wildlife Refuge Visitors Center
PRESENT WERE: Council members Edward V.J. Putens, Rodney M. Roberts, Alan Turnbull Thomas X. White and Mayor Judith F. Davis.
STAFF PRESENT WERE: Michael P. McLaughlin, City Manager; David E. Moran, City Clerk; Robert Manzi, City Solicitor; Bo Ferguson, Management Analyst; James Craze, Police Chief; Hank Irving, Director of Recreation; Carol Leventhal, Director of CARES; Kenny Hall, Acting Public Works Director; Jeff Williams, City Treasurer and Celia Craze, Director of Planning and Community Development.
ALSO PRESENT WERE: Victor Tervala and Monika Thompson, Institute for Governmental Service (Facilitators).
Everyone present participated in an exercise to identify Strengths, Weaknesses, Opportunities and Threats. From these lists, 31 community issues were identified and consolidated into a list of 16 issues. This list was then prioritized and 9 issues were identified as priority issues.
The priority issues are:

The facilitators agreed to provided a document summarizing all the items discussed. The session ended at 5:00pm.
