MINUTES OF THE CITY COUNCIL WORK SESSION
held Wednesday, June 24, 1998.

The meeting began at 8:07 p.m. It was held in the Multi-Purpose Room of the Community Center.

PRESENT WERE: Council members Edward V.J. Putens, Rodney M. Roberts, Alan Turnbull, Thomas X. White and Mayor Judith F. Davis.

STAFF PRESENT WERE: Michael P. McLaughlin, City Manager; David E. Moran, City Clerk and Robert Manzi, City Solicitor

ALSO PRESENT WERE: Kerana Todorov, The Gazette and Sheldon Goldberg

Newspaper Vending Boxes

Mr. Manzi began by indicating those items that had been modified in the agreement. He reviewed the items listed in his letter of June 22. He also noted that Rockville and Alexandria were using similar agreements and that these had worked well.

Council wanted to prohibit connection of boxes to signs, light poles and other city equipment. Ms. Davis asked that if removing the box, vendors be required to remove any devices that they installed in order to secure the box.

Mr. Turnbull asked if the agreement prohibited legislation. Mr. Manzi responded no. Mr. Turnbull asked if this would apply to all vendors. Mr. Manzi indicated that most vendors were members of the coalition that had met with Council.

Council directed Mr. Manzi to revise the agreement and send it out to the vendors for their review.

Standing Rules

Council reviewed the Standing Rules. Many changes were made. The City Clerk was directed to prepare a Resolution for the next agenda.

Ethics Laws

Council decided to postpone discussion of this issue until another evening.

The meeting was adjourned at 11:35 p.m.
