MINUTES OF THE CITY COUNCIL WORK SESSION/LEGISLATIVE DINNER
Held Wednesday, March 31, 1999 at the Greenbelt Marriott
For the purpose of discussing legislative issues
The meeting began at 7:00 p.m.
PRESENT WERE: Council members Edward V.J. Putens, Rodney M. Roberts, Alan
Turnbull, Thomas X. White and Mayor Judith F. Davis.
ALSO PRESENT WERE: Andy Quinn, Congressman Hoyer’s Staff; Peter
Marudas, Darryl Kelley and Lynne Tucker, Senator Sarbanes’ Staff;
Michael P. McLaughlin, City Manager; David E. Moran, City Clerk and Robert
A Manzi, City Solicitor
Mayor Davis welcomed everyone and thanked the federal representatives
for attending. The Mayor presented the following issues:
- City Lawsuit re: USDA & Wetlands
- Acquisition of Wetlands Near Metro Site. Mr. Marudas noted the significance
of the wetlands.
- Amend FOIA/NLC’s National Municipal Policy
- Acquire the Jaeger Tract for Greenbelt Park. Mr. Quinn suggested the
city contact the Trust for Public Lands
- School Resource Officer Funding. Mr. Marudas indicated that they are
still awaiting a response from the Department of Justice and would follow-up.
- BARC Modernization Program Funding
- OTHER ISSUES: Anacostia Trails Heritage Area, Transportation of Nuclear
Waste, Updates on Federal Development Projects, NLC’s Federal Action
Agenda and Cellular Monopoles in Federal Parks
Council discussed each issue and solicited feedback from the staff representatives
present. Everyone agreed that the dinner meeting had been enjoyable and
productive. The possibility of holding a meeting downtown was discussed.
The meeting ended at 10:15 p.m.
