MINUTES OF THE CITY COUNCIL WORK SESSION
Held Wednesday, February 3, 1999,
For the purpose of meeting with the Recycling Committee and the New Deal Cafe.

The meeting began at 8:09 p.m. It was held in the Multi-Purpose Room of the Community Center.

PRESENT WERE: Council members Rodney M. Roberts, Thomas X. White and Mayor Judith F. Davis. Mr. Putens arrived at 9:00 p.m.

STAFF PRESENT WERE: Michael P. McLaughlin, City Manager; David E. Moran, City Clerk; Kenny Hall, Acting Director of Public Works and Michael Clem, Senior Administrative Assistant

ALSO PRESENT WERE: Neal Barnett, Frieda Schieber, Darlene Walter, Robert Snyder, Recycling Committee and Pat Brent, New Deal Cafe

Refuse/Recycling Pick-Up

Mr. Hall stated that the once-per-week refuse program was working well. He noted a problem with special trash pickup and indicated he would be proposing additional special trash fees at budget time.

There was some discussion about trash being deposited at the Recycling Center. Several options were discussed including: improved signage, installation of a video camera, and closing the center on evenings and weekends. Mr. Roberts did not favor closing on evenings and weekends because this would be when most people used the Recycling Center.

Next, Council discussed the recycling markets. Mr. Clem stated that markets are expected to be poor, particularly because of problems in Asia.

Mr. Barnett announced that the oil filter recycling program had begun. Council suggested that Mr. Barnett announce this at the next City Council meeting.

Name & Mission Change Proposal

Mr. Barnett explained that the Committee believes it should expand its mandate to include environmental issues. He noted the committee was already performing some environmental functions. He also expressed the need for additional members to help with the workload. Council noted that the Committee was setting up an ambitious workload for themselves.

The Committee requested the help of the Recreation Department for the Earth Day program.

There was some discussion regarding persons who do not get city refuse service. Mr. Barnett suggested communicating to new residents. Ms. Schieber suggested that residents be required to prove they have refuse service.

Council members expressed support for the expansion of the committee’s mandate.

Mayor Davis thanked the members of the committee.

New Deal Café

Pat Brent appeared and announced that the New Deal was going in a new direction and actively pursuing space in the Roosevelt Center. She noted that they can’t continue in the Community Center and indicated they were putting their energies into this effort.

Ms. Brent indicated that New Deal would remain in the Community Center until they could find space at Roosevelt Center. Ms. Brent reported that they were still not invited to tenant meetings and had not been given access to the sound system.

Ms. Brent requested a work session after about 30 days.

Planning and Zoning Bills

Mr. McLaughlin provided an update on the planning bills. He suggested that Council contact fellow municipal officials who might be able to influence Delegates on the Bi-County Committee
