MINUTES OF THE CITY COUNCIL WORK SESSION
Held Wednesday,
January 12, 2000
For the purpose of discussing Standing Rules
The meeting began at 8:07 p.m. It was held in the Multi-Purpose Room
of the Community Center.
PRESENT WERE: Council members Rodney M. Roberts, Alan Turnbull, Edward
V.J. Putens, Thomas X. White and Mayor Judith F. Davis.
STAFF PRESENT WERE: Michael P. McLaughlin, City Manager; David E. Moran,
City Clerk and Robert Manzi, City Solicitor
Council discussed the issue of a quorum for Work Sessions. Mr. Turnbull
suggested that Council establish subcommittees to convene work sessions.
Mr. White did not believe there was a problem and that the rules did
not require a Council quorum. Mr. Roberts believed that all Council members
needed to attend work sessions. Mr. Putens noted this had only occurred
once. Mayor Davis also believed members needed to attend. After some
discussion Council agreed that work sessions did not require a quorum.
Council directed that minutes needed to be taken at any Council work
session.
Council also directed that work sessions be set for 1st, 3rd and 5th
Mondays and all Wednesdays.
Council reviewed the Standing Rules document and made additional changes.
Council directed that these changes be incorporated into a Resolution
for an upcoming agenda.
Council discussed a memorandum from the City Clerk regarding Executive
Sessions. Council agreed to modify their procedures in accordance with
the recommendations of the City Clerk and City Solicitor.
Informational Items
Mr. Putens shared information about daycare conducted in residential
homes in Greenbrook Estates.
The meeting ended at 10:39 p.m.
