MINUTES OF GREENBELT CITY COUNCIL WORK SESSION,
Held Thursday, January 27, 2000
Greenbelt Municipal Building


Mayor Davis called the meeting to order at 8:05 PM

PRESENT were Mayor Judith F. Davis, Edward V. J. Putens, Rodney Roberts, Alan Turnbull and Thomas X. White.

ALSO PRESENT were Michael McLaughlin, City Manager; Hank Irving, Joe McNeal, and Nicole DeWald of the Recreation Department; Jeffrey Morrisette, Teddy Primack and Richard Bates of the Arts Advisory Board; Michael and Richard McMullin; and Karl Hille Gazette.

Mayor Davis welcomed everyone to the meeting.

Ms. DeWald presented the revised proposal from the previous work session in October 1999. She detailed the changes that have been made to the agreement since that time.

Council members had a number of questions on the jurying process. It was noted that once a group of artist applicants qualify, the spaces will go first to qualified Greenbelt residents, then to qualified non-Greenbelt residents. Mr. Turnbull asked that language be included specifically addressing the inclusion of "design" ability. Mr. Putens suggested that consideration be given to "holding over" one or more of the jurors for the purpose of consistency. He noted that "holding over" is used in the peer review process in the medical profession.

There was discussion about whether the Arts Advisory Board should have a role in the selection of the jury. There was disagreement on whether the Board should have input. There was support for there to be a list of 7 to 10 potential jurors with the Board being able to suggest names for consideration to serve on the jury, but the final selection to be made by the City.

Mr. Richard McMullin requested flexibility on the part of the city in requiring insurance. There appears to be an opportunity for artists to get coverage as a group. Ms. DeWald was quite willing to work with the artists on this matter.

Other issues were discussed such as providing more visibility for the artists in the Center, storage needs, and opportunities for part-time space.

The agreement will be brought back to Council for approval at its February 7 meeting.

Other matters discussed at the end of the meeting included changing the date of the proposed press conference from February 2 to February 3, the status of the discussions between the Metroland developers and the Citizens to Conserve and Restore Indian Creek.
