MINUTES OF THE CITY COUNCIL WORK SESSION
Held Wednesday, March 29, 2000
For the purpose of meeting with representatives of Greenway Center

The meeting began at 8:07 p.m. It was held in the Senior Classroom of
the Community Center.
PRESENT WERE: Council members Rodney M. Roberts, Alan Turnbull, Edward
V.J. Putens, Thomas X. White and Mayor Judith F. Davis.
STAFF PRESENT WERE: Michael P. McLaughlin, City Manager and David E.
Moran, City Clerk
ALSO PRESENT WERE: Linda Dreyer and Jane Harrington, Combined Properties;
Sheldon Goldberg and Karl Hille, The Gazette
Driveway Entrance
Ms. Harrington reported that the County and Combined Properties had
not yet worked out an agreement. Ms. Harrington reported that Combined
was investigating the matter further and was hoping that it could be
worked out quickly. She noted that Combined had done patchwork on the
driveway.
Ms. Harrington suggested that the City work with Ms. Harrington or Tom
McKee to try and get this moving. Mr. McLaughlin offered to contact Ms.
Scott’s office.
Parking Lot & Landscaping
Mayor Davis asked about plans to pave the lot. Ms. Harrington indicated
that an overlay was not budgeted for 2000. Ms. Harrington reported a
new landscaping company had been hired. Ms. Dreyer reported that mulch
and flowers had been added.
Mr. Goldberg suggested additional yellow curbs near Safeway. Ms. Harrington
agreed to work with the City to address this issue.
Future of Center and Tenant Situation
Ms. Harrington indicated that no capital improvements were planned.
Ms. Dreyer indicated the Center was fully occupied. Ms. Harrington reported
that security was not an issue.
Mr. Putens suggested security cameras. Ms. Harrington responded that
Combined Properties did not have cameras at any of its properties. Ms.
Dreyer opined that cameras were a liability problem. Council Members
suggested cameras at driveway entrances and dummy cameras.
Mr. Putens suggested a joint venture with Greenway similar to the one
at Beltway Plaza. Mayor Davis suggested Ms. Harrington visit Beltway
Plaza.
Traffic Flow & Bus Stop
Ms. Harrington reported that the landlord was not in favor of busses
entering the parking lot. Mr. Roberts asked if they would allow smaller
busses. Ms. Harrington suggested the City send a proposal to Combined.
Mr. Turnbull encouraged Combined to improve access from the bus stop
into the shopping center. Mayor Davis suggested a rear entrance for Bally’s
and also a walkway through to the rear.
Parking Lot Pad Use
Mr. Putens expressed concern about certain parking lot uses.
Ms. Dreyer reported that parking lot solicitors, particularly at the
driveway entrance were not authorized by Greenway Center.
Other Business
Mayor Davis relayed a conversation from Jeannie Smith that indicated
Rayeta Henson, a Realty One employee, is moving to Florida and a reception
is being held on April 30. She also announced MML’s book dedication
on May 5 in Annapolis.
Mr. McLaughlin reported on the action that College Park took on the
letter to the Governor.
The meeting ended at 9:15 p.m.
