MINUTES OF THE CITY COUNCIL WORK SESSION
Held Monday, March 6, 2000
For the purpose of discussing advisory group issues and reviewing the Council Actions Request (CAR) Report


The meeting began at 8:15 p.m. It was held in the Council Room of the Municipal Building.

PRESENT WERE: Council members Alan Turnbull, Edward V.J. Putens, Thomas X. White and Mayor Judith F. Davis.

STAFF PRESENT WERE: Michael P. McLaughlin, City Manager and David E. Moran, City Clerk

New Advisory Group Handbook: Council directed staff to mail the booklet to each member, along with a cover letter.

Meeting with Chairs/Liaisons: Council favored meeting with the advisory group chairs as an opportunity to share information. Council discussed possible agenda items including: minutes, reports, role of Council & Staff Liaisons, administrative & policy issues and the recruitment process.

Performing Arts Center Feasibility Task Force: Council directed to announce that the Resolution sunseted Dec, 1999 at an upcoming meeting.

Service on more than One Advisory Group: Council agreed to keep the present policy in place.

Service by City Employees on Advisory Groups: Council discussed a way to allow certain part-time employees to participate on advisory groups unrelated to their paid role with the City. Council directed to keep the policy in place but agreed to consider this item further.

Communicate Policy on Council Liaisons: Council agreed to do this at the meeting with Chairs.

CAR Quarterly Update

Council reviewed the CAR Report starting with the oldest items and working its way forward. Mr. McLaughlin provided Council with an update on each of these items. Council provided additional direction on certain items.

Miscellaneous Items

Mayor Davis announced that Prince George’s Elected Women were holding their brunch and fashion show. She also reported on the "Character Counts" meeting at Eleanor Roosevelt High School. Mr. Moran asked if Council members wanted their web addresses listed on the web site. Mr. Moran asked for direction of the format of the Federal Legislative Dinner. Council agreed to hold a downtown meeting.

The meeting ended at 10:45 p.m.
