MINUTES OF GREENBELT CITY COUNCIL WORK SESSION,
Held Wednesday, June 21, 2000
For the purpose of discussion of the Greenbelt Metro Area Sector Plan.

Mayor Davis called the meeting to order at 8:10 p.m. It was held in the Greenbelt Community Center.

PRESENT WERE: Mayor Judith F. Davis, Alan Turnbull, Edward V. J. Putens, Rodney Roberts and Thomas X. White.

ALSO PRESENT WERE: Michael McLaughlin, City Manager; Celia Craze, Director of Planning and Community Development; Kap Kapistan, representing Beltway Plaza; Amy Boyes, the Gazette; Sheila Alpers, GHI Sheldon Goldberg, GEAC; and Virginia Beauchamp of the Greenbelt News Review.

Review of Greenbelt Metro Area Sector Plan: Mayor Davis began the meeting noting that the purpose of the meeting was to review the Sector Plan for the Greenbelt Metro Area in detail and the results of the recent public hearing on the Sector Plan. Council members Turnbull, Roberts, and White and Ms. Craze commented on their reactions about the hearing.

Ms. Craze presented Council with a detailed review of the plan. She identified several broad themes in the plan on which she thought Council should focus, rather than the voluminous details in the report. The themes are the transit village concept, equivocation on the environmental area, treatment of Springhill Lake and Beltway Plaza, social equity and traffic impacts.

Council appreciated the work of preparing the report and generally supported the approach presented. Mr. White suggested that the City prepare and submit to local papers a series of letters or opinion pieces about key issues in the Sector Plan.

There was discussion about whether the City should become more active in opposing County Bill (CB) 47, which changes the usage at the Greenbelt Metro Station from regional mall to "main street" type development. There was also discussion on CB-8 which would enable the Sector Plan. CB-8 was to be acted on by a committee of the County Council but instead was delayed at the direction of County Councilwoman Scott. Council discussed meeting with Mrs. Scott on the Sector Plan, CB-8 and CB-47. Suggested dates were June 29 and July 6. The matter of a meeting would be placed on the next agenda for action.

The meeting was adjourned at 10:25 p.m.
