MINUTES OF THE CITY COUNCIL WORK SESSION/LEGISLATIVE DINNER held
Tuesday, February 20, 2001, at Harry Browne’s Restaurant in Annapolis,
Maryland, for the purpose of discussing legislative issues.
Mayor Davis convened the meeting at 7:15 p.m.
PRESENT WERE Council members Edward V.J. Putens, Rodney Roberts, Alan
Turnbull, and Mayor Judith F. Davis.
ALSO PRESENT WERE Leo Green, State Senator; Mary Conroy, Jim Hubbard and
Joan Pitkin, State Delegates; Audrey Scott, County Council Member; Michael
P. McLaughlin, City Manager; Robert Manzi, City Solicitor; David E. Moran,
Assistant to the City Manager; and Kathleen Gallagher, City Clerk.
Mayor Davis welcomed the legislators and thanked them for attending. The
Mayor reviewed the City's 2001 Legislative Program with the legislators,
who reported on the status of these items. Some of the points made included
the following:
Senator Green said both of the City’s bond bills are scheduled
for hearing on March 12. He stressed the importance of clarification
of the
ownership of the theater and asked that the City get back to him on
that.
Mayor Davis asked that questions be raised regarding the status of environmental
studies of the land that would be taken for beltway ramps at the Metro
station.
Regarding County issues, Councilmember Scott said there is no change
in position regarding COG dues; she also asked the City to send her a
draft
of the City’s response to M-NCPPC prior to sending it.
Senator Green said that in order to receive funding above existing levels,
it is necessary for Youth Service Bureaus to apply under the umbrella of
discretionary funds. He asked that the City copy or inform the delegation
of any submissions for YSB funding.
Senator Green said the City should have the upcoming redistricting in
its sights, especially because the district apparently has changed dramatically
over the last 10 years. He asked that the City keep the delegation involved
in its deliberations.
The Mayor thanked the legislators for coming and for their work on the
City’s behalf. The legislators thanked the City for their hospitality.
The work session was adjourned at about 10:00 p.m.
