MINUTES
OF THE CITY COUNCIL PRE-EXECUTIVE SESSION MEETING held in response to
the Fraternal Order of Police, Tuesday, May 1, 2001.
Mayor Davis called the meeting to order at 8:06 p.m. in the Council
Room of the Municipal Building.
PRESENT were Council members Edward V. J. Putens, Rodney M. Roberts,
Alan Turnbull, Thomas X. White, and Mayor Judith F. Davis.
STAFF PRESENT were Michael P. McLaughlin, City Manager; Consuella
Harris, Human Resource Officer; and Kathleen Gallagher, City Clerk.
ALSO PRESENT were Charles Hendricks, President of Hendricks & Associates,
and Patrick McAndrew and John Rogers of the Fraternal Order of Police
(F.O.P.).
In response to Mayor Davis’s request, John Rogers introduced
himself and Mr. McAndrew, saying they were present to formally protest
the anticipated closing of this meeting to the public. He said it was
the opinion of the F.O.P. that this matter should be discussed by Council
in public work session.
Mr. Roberts said he did not see that there was a problem since Council
would make no decision tonight. Rather, Council was merely reviewing
Mr. Hendricks’ findings and recommendations. Mr. Rogers responded
that the F.O.P. believed that since specific facts and information
would be attached to any such review of the study, there should be
the opportunity for others to evaluate those facts and raise questions
about them as appropriate. Mr. Roberts said Council would not modify
the study or the information it presents. Mayor Davis confirmed that
and said the term "draft" was attached to the study not because
it was to be altered but because the City Council might wish to ask
for additional information. She said she wanted to hold a work session
on the study as soon as feasible.
Mr. Putens asked why in fact the meeting could not be open, since
Council would not deal with individual personnel issues. Mr. McLaughlin
responded that he expected that although the study and Mr. Hendricks’ presentation
do not cite individual information, Council’s discussion very
well might need to do so. Mr. Putens then suggested the study be made
available to employees following this meeting.
Mr. Roberts moved that Council conduct this Executive Session in accordance
with Section (1) of State Government Article 10-508 (a) of the Annotated
Code of the Public General Laws of Maryland to discuss compensation
of employees over whom it has jurisdiction. Mr. White seconded.

The meeting was closed to the public at 8:15 p.m., at which time Mr.
Rogers and Mr. McAndrew left the room.
