MINUTES OF THE CITY COUNCIL WORK SESSION held Wednesday, April 24, 2002, for the purpose of reviewing requests of the Greenbelt Fraternal Order of Police for the proposed FY 2003 budget.

The meeting began at 8:08 p.m. It was held in the Multipurpose room of the Community Center.

PRESENT WERE: Council members Rodney M. Roberts, Edward V.J. Putens, Thomas X. White and Mayor Judith F. Davis.

STAFF PRESENT WERE: Michael P. McLaughlin, City Manager; Jeffrey Williams, City Treasurer; Chief James Craze; Craig Rich; John Rogers; Mike Lanier; Lt. Dan O’Neil; and Anne Marie Belton, Executive Associate.

ALSO PRESENT WERE: Luis Gonzalez, Robert Musterman, Mike Dewey, Scott Yankowy, Gordon Pracht, Sharahn Boykin, Gazette Newspapers; and Mary Moien, Greenbelt News Review.

Mr. Rich began with a brief history of the retirement system for the Police department from 1990 to present. He stated that researching other agencies retirement programs was quite time consuming. He then reviewed a comparison between the MCLEO retirement plan and the LEOPS retirement plan. Enrollment into the LEOPS plan occurs every year on July 1. An actuarial study would first need to completed. The approximate cost for this study is $5,000.

Mr. Rich continued describing the benefits of the LEOPS plan. The plan offers retirement after working 25 years with a 50% benefit. If officers choose to work an additional five (5) years, the benefit increases by 2% per year. Contributions from the City would cease at the 25 year point and the officer’s salary would go into a "savings" plan for the officer.

The Council suggested that the FOP begin working on having an actuarial study done as soon as possible in order to possibly have solid figures for the final budget work session.

Informational Items - Mayor Davis informed Council that she had been contacted by someone associated with the Friends Community school in College Park. They are interested in seven (7) of the 17 acres of the Jaeger tract.
