BUDGET
WORK SESSION of the Greenbelt City Council held Wednesday, April 2, 2003,
for the purpose of reviewing the General Fund Summary and General Government
budgets for the proposed FY 2004 budget.
Mayor Davis started the meeting at 8:11 p.m. It was held in the Senior
Classroom of the Community Center.
PRESENT WERE: Councilmember Rodney M. Roberts and Mayor Judith F.
Davis. Councilmember Alan Turnbull arrived at 8:23 p.m.
STAFF PRESENT WERE: Michael P. McLaughlin, City Manager; Jeff Williams,
City Treasurer; Dee Allen, Accountant; and David E. Moran, Assistant
to the City Manager.
ALSO PRESENT WAS: Sheldon Goldberg
Mr. McLaughlin began by presenting a budget overview memorandum dated
4/2/03 with 11 key points. He explained each of these points to Council.
Mr. Williams provided a summary of the revenues. He noted that before
the state cuts, revenues looked fairly. Mr. Williams reviewed the revenue
line items and noted significant increases or decreases.
Mr. Williams summarized expenditure changes that occur across the
General Fund as outlined on page 25 of the proposed budget.
Mr. McLaughlin reported on the issues identified as part of the General
Government section. He noted a half-time economic development position
that existed in earlier versions of the budget. Mr. Turnbull hoped
the City would think broadly about this position and suggested that
the City seek public/private partnership arrangement with Roosevelt
Center merchants.
Council reviewed each of the accounts within the General Government
section.
The meeting ended at 9:55 p.m.
