BUDGET
WORK SESSION of the Greenbelt City Council held Wednesday, April 9,
2003, for the purpose of reviewing the Planning & Community Development
and the Capital Projects sections of the Proposed FY 2004 Budget.
Mayor Davis started the meeting at 8:05 p.m. It was held in the Multipurpose
Room of the Community Center.
PRESENT WERE: Council members Edward V. J. Putens, Rodney M. Roberts,
Thomas X. White and Mayor Judith F. Davis.
STAFF PRESENT WERE: Michael P. McLaughlin, City Manager; Jeff Williams,
City Treasurer; Celia Craze, Director of Planning & Community Development;
and David E. Moran, Assistant to the City Manager.
ALSO PRESENT WERE: Sheldon Goldberg, Advisory Planning Board; Molly
Lester; and Barbara Hopkins, News Review
Planning & Community Development
Ms. Craze gave a power point presentation highlighting the accomplishments
of the department during the past year and referencing the issues for
FY 2004. Key among the issues discussed was a need for additional staffing,
particularly additional office support staff.
Ms. Craze identified a problem with used car sales being conducted
from single family homes in Greenbelt East. There was considerable
discussion regarding this issue. Ms. Craze noted that staff would focus
additional attention on this issue in the coming year.
Council discussed code enforcement foot patrol at Roosevelt Center.
Ms. Craze also presented the latest concept plan for Greenbelt Station.
Council reviewed the budget pages under Planning & Community Development
and raised several questions about specific line items. Council also
reviewed the Animal Control section of the budget. There was discussion
about the need for an animal control facility. Ms. Craze estimated
a $100,000 cost but noted this estimate was high and said staff was
looking for more affordable options.
Capital Projects
Mr. Moran reviewed the list of projects with City Council. Council
raised questions about several of the proposed projects.
