BUDGET WORK SESSION of the Greenbelt City Council held Monday, April 19, 2004, for the purpose of reviewing the Social Services, Miscellaneous and Other Funds budgets.

Mayor Davis started the meeting at 8:07 p.m. It was held in the Council Room of the Municipal Building.

PRESENT WERE: Councilmembers Konrad E. Herling, Leta M. Mach, Edward V.J. Putens, Rodney M. Roberts and Mayor Judith F. Davis.

STAFF PRESENT WERE: Michael P. McLaughlin, City Manager; Liz Park, Director of CARES; Christal Batey, Community Resource Advocate; Katie Scott-Childress and Jill Parsons-St.John, Museum Curators, and David E. Moran, Assistant to the City Manager.

Mr. McLaughlin reported on some good news from Maryland Municipal League. He noted that 30% of the reduction in Highway User Revenues had been restored and this amounted to approximately $60,000 in additional HUR.

Ms. Batey presented a powerpoint presentation. Leonie Penney expressed support for the program. Leo Walder noted that the City had gone out on a limb to start CARES in the 1970s and noted he was fortunate to live in a community that created innovative programs like CARES and GAIL. Julia Eichhorst expressed support for the program on behalf of GHI.

Next under Miscellaneous, Mr. McLaughlin explained the contribution to Washington Ear.

Under Museum, the National Endowment for the Humanities (NEH) Challenge grant was discussed. Ms. Scott-Childress noted that the funds would be used for an endowment. The endowment proceeds would be used to hire an education coordinator.

There was considerable discussion regarding the Tugwell Room. Mayor Davis noted that it was not as well kept as in previous years. Council expressed concern about the situation. Mr. McLaughlin suggested a letter to the Library System and Council agreed.

Under Social Services, Dr. Park presented a powerpoint presentation about CARES.

Next, Council reviewed the Non-Departmental and Fund Transfers section of the Proposed Budget. Mayor Davis requested usage data regarding the Zipcar program.
