BUDGET WORK SESSION of the Greenbelt City Council held Wednesday, April 5, 2006, for the purpose of reviewing the Miscellaneous, General Government and Other Funds sections of the proposed FY 2007 budget.

Mayor Davis started the meeting at 8:04 p.m. It was held in the Multi-Purpose Room of the Community Center.

PRESENT WERE: Councilmembers Konrad E. Herling, Leta M. Mach, Edward V.J. Putens, Rodney M. Roberts and Mayor Judith F. Davis.

STAFF PRESENT WERE: Michael P. McLaughlin, City Manager; Jill St-John, Museum Curator; and David E. Moran, Assistant City Manager.

ALSO PRESENT WERE: Steven Oetken, Dorothy Lauber, Barbara Havekost, Bob Garber, Susan Taylor and Robert Fireovid

 Miscellaneous

 Council reviewed the Non-Departmental account.

Ms. St. John presented a power point presentation on the Greenbelt Museum budget. She highlighted the FY 2006 accomplishments. Next, she outlined some of the goals for FY 2007. Ms. St. John reported that Friends of the Greenbelt Museum (FOGM) had obtained $99,218 towards the $100,000 National Endowment for the Humanities (NEH) Challenge Grant.

Mr. Oetken reported on FOGM’s accomplishments over the past year and their goals for the upcoming year. He thanked the City for the wonderful relationship that FOGM and the City share.

Council reviewed the Fund Transfers account. Mayor Davis requested that Council consider increasing the fund transfer to the Replacement, Building Capital Reserve & Capital Projects Funds.

 Other Funds

Under the Building Capital Reserve Fund, Mr. McLaughlin explained the Chevron Proposal and outlined the other items proposed. Council reviewed the Cemetery Fund, Debt Service Fund, Replacement Fund, and Special Projects Fund.

 General Government  

Council reviewed this section of the budget. There was discussion under the City Council account, about City reimbursement for Council Members’ participation in leadership roles & committees through MML or NLC. Council favored accounting for these items in this account. Under the Public Information and Community Promotion account, Ms. Mach requested that “emergency call boxes” and Mr. Putens requested that the “ Roosevelt Center camera upgrade” be added to the list.
