WORK SESSION of the Greenbelt City Council held Monday, July 17, 2006, for the purpose of reviewing the FY 2007 Capital Projects Fund.

Mayor Davis started the meeting at 8:00 p.m. It was held in the Council Room of the Municipal Building .

PRESENT WERE: Council members Konrad E. Herling, Leta M. Mach, Edward V.J. Putens, Rodney M. Roberts and Mayor Judith F. Davis.

STAFF PRESENT WERE: Michael P. McLaughlin, City Manager; Celia Craze, Director of Planning and Community Development; Jeff Williams, City Treasurer; and David E. Moran, Assistant City Manager.

ALSO PRESENT WERE: Bill Orleans; Sheldon Goldberg andBrian Gibbons, APB; and Diane Oberg, Greenbelt News Review

Mr. McLaughlin began by stating that staff had provided an updated listing of FY 06 expenditures. Any projects not completed in FY 06 were moved to FY 07. He noted that the fund had an ending balance roughly the same as in the Proposed FY 07 budget.

Mr. McLaughlin reported that FY 2006 was ending better than expected by about $250,000 or 1.25%. He indicated that these funds would normally fall to fund balance, but that Council could use some for additional projects.

Council discussed the additional Capital Projects that been raised during the budget process. There was also discussion about adding an additional playground. After some discussion of each project, a majority of Council agreed to add the following projects to the FY 2007 Capital Projects Fund. They agreed to fund these additional items out of the additional funds in the FY 2006 ending fund balance.

  1. Two Emergency Call Boxes $20,000
  2. Roosevelt Center Camera upgrade 30,000
  3. Street Surfacing 46,000
  4. City Drainage 20,000
  5. Additional Playground Upgrade 35,000

Total $151,000

There were several items of other business discussed.

The meeting ended at 8:50 p.m.
