BUDGET WORK SESSION of the Greenbelt City Council held April 21, 2008, for the purpose of reviewing the Social Services section of Proposed FY 2009 Budget.

Mayor Davis started the meeting at 8:11 p.m.  It was held in the Council Room of the Municipal Building.

PRESENT WERE: Councilmembers Konrad E. Herling, Leta M. Mach, Edward V.J. Putens, Rodney M. Roberts and Mayor Judith F. Davis. 

STAFF PRESENT WERE: Michael P. McLaughlin, City Manager; Liz Park, Director of Greenbelt CARES; and David E. Moran, Assistant City Manager.

ALSO PRESENT WERE: Bay Woods, News Review; and Bill Orleans.

Dr. Park presented a power point presentation.  She summarized the accomplishments over the past year.  Dr. Park outlined her strategic plan and objectives for FY 2009. 

Next, Council reviewed each page of the Social Services budget.  It was noted that the ACE Reading Club program was being reestablished in FY 2009.  Mr. McLaughlin reported under performance measures that 97% of the youth served by CARES, did not go back to the Juvenile Justice system as a measure of CARES success. 

Council reviewed the Budget Update memo and raised several questions. 

There were several items of information discussed.
