Pre-Tax Deductions for Health Insurance
Pre-tax payroll deductions are made for the city's health insurance and dental programs. Pre-tax deductions enable employees to avoid paying federal, state, and FICA taxes on the amounts of these payroll deducted premiums. This is permitted through Section 125 of the Internal Revenue Code.
All full-time employees are eligible for medical insurance. HMO, HMO Open Access, Opt-Out Open Access, and Blue Preferred PPO plans are offered. The City of Greenbelt pays 80% of the Opt-Out Open Access Plan premium in each tier; single, two-person, or family. The employee pays the remainder for the plan that they chose. Participation is optional.

Dental Benefits (Delta)
All full-time employees are eligible for dental insurance through Delta Dental. Delta Dental offers the following plans:
- PPO Dentists - Although the Delta Dental plan allows you the freedom to visit any licensed dentist, you’ll save more on your out-of-pocket costs when you visit a Delta Dental PPO dentist.
- Premier Network - The Delta Dental Premier network also provides cost-saving features and is the next best option when you can’t find a PPO dentist. The dentists you choose determine your costs. Premier dentists’ contracted fees are usually slightly higher than PPO dentists’ contracted fees.
- Non-Delta Dental Dentists - Non-Delta Dental dentists have no fee agreements with Delta Dental, so you will usually have the highest out-of-pocket costs when you visit a non-Delta Dental dentists. You are responsible for the difference between what Delta Dental pays and the dentist’s fee.

Group Life Insurance (Aetna)
The City provides life insurance of $25,000 per employee. There is no cost to the employee for this benefit. Within the first 30 days of employment, employees have the option of purchasing guarantee issue supplemental life insurance equal to the lesser of $125,000 or three-times the employee’s salary. To purchase insurance above the aforementioned amounts to a maximum of $200,000 evidence of insurability is required. Optional dependent life insurance is also available with the employee supplemental insurance. Life insurance guidelines and rates are available in the Human Resources Department.
